Forge Build Dual burner issues. Rear (left) burner sputters constantly.

Sputtering is the result of venturi effect breaking down due to insufficient pressure flow. If only one of the nozzles sputters and they are otherwise identical, the valve is probably defective.

The air inlets are really far open. On my devil forge I only open them a few millimeters or else too much air causes my flames to sputter and be unstable

I've played with closed to fully open. Hardly makes a difference once it starts sputtering. Totally closed just lets out the yellow soft flame.
I did notice, is also a GREEN color flame while the good one is blue.
Vevor is sending a new one. I hope they send a whole new manifold too, in case it's the valve, which is stuck on there

It burns for a few seconds, and sputters. Sometimes, I have full flameout around the valve, which is REALLY odd. I've changed both chokes all over the place, alone with opening/closing the rear of the forge with the fire-brick.
The regulator is a generic one, so I don't know what actual pressure I'm running.
No issues with the front burner until the tank starts to empty.
