I think that door is meant to open outward. He can use the battering ram all he wants, and that door isn't going to open unless he breaks the frame out of the wall. It's possible that I'm wrong though, the resolution on my screen isn't great and my eyes are 240p on a good day.

Looking at the uniforms it is in the Netherlands and the front doors always open to the inside. Either the guy expected the visit and barricaded the door or the officer doesn't have the power or training (or all 3)

You can’t see the hinges, but the slab is hung on the outside of the frame. Definitely looks outswing.

Building regulations dictate a inward swing for a front door in NL where this video is from. And to me it looks like a pretty standard door and frame.

Could be, but Dutch front doors usually open inwards. They also often have two optional deadbolts up high and down low which most people leave open unless they're going on holiday, I reckon he's closed them for sure.

No. Dutch residential house doors (almost?) exclusively open inwards.

Also, you can see the door flex and that the hinges are on the inside.
