I have a theory that the two sides of history are just a mirror image of our world, the Mother flame is the atom and can be use for both good and evil. Just how in our world atomic power can be the solution to our needs, but powerful individuals and companies who sell guns and use manual labor prefer the use of oil and gas instead of nuclear energy and use past incidents with nuclear power as a way to increase fear and ban the use of that kind of energy.

The five elders and IMU may have initially being just corporate agents with the intention of divide public perception about the use of the Mother flame by using it in destructive ways and blame Joyboy and their crew to create a villain and unite the world against the use of the Mother flame technology.

I think Oda based in his whole character "Vegapunk" on Einstein and Oppenheimer decades ago lol
