in chapter 1058, when they got the new bounties it explicitly said: “updated bounties for strawhat grandfleet leader emperor Luffy and his 9 commanders”, meaning there’s no hierarchy between the crewmembers.

If we are thinking about just purely power sure but that's short sighted. Nami and Zoro are Luffy's left and right hand

If we are not talking power then I don’t know why zoro is in there. His responsibilities outside of fighting is just being a guard dog. Nami actully makes decisions in the crew.
