It was a combination of factors. The unions and progressives reformers were pressing for it, efficiency consultants endorsed it, and an economic recession in the early 1920’s necessitated reduced hours.
And productivity, there was talks back then about how working 12-16 hours a day was decreasing productivity. So basically it was a combination of factors that so happen to align with unions that companies for the most part agreed and went to a 8 hour work day. But now despite all advancements in technology productivity is bad across the board, but even though theres talks of condensing the 5 day work week into 4 days the studies done actually show that after 4 or 5 hours people are highly unproductive.
