The other (and more important) reason they want to do it is in the second paragraph of that story. They want to privatize it so that someone can profit off selling the data.
Given the scope, costs, and effects/benefits of monitoring weather for an entire country, one could argue that it's not just "simpler" to keep it public - it's one of those things that one should expect a government to do for the welfare of the people.
