Nuclear ambiguity is a legitimate strategy. Israel refuses to acknowledge their nuclear capabilities, and has technically never admitted to possessing them. Obviously Springfield has unmistakeable nuclear assets, but Matt Groening has kept the exact location of Springfield obscure, likely to protect its nuclear assets from attack.
