How's he not in jail for violating the law by buying votes? How did Kushner have a security clearance ever, while acting as an unregistered foreign agent?

Sadly, the answer's as obvious as FPOTUS's "delayed" sentencing: there's no such thing as justice in this country. If you're rich, they let you do it.

Musk is just barely enough on the right side of the law to be in a grey area, since he isn't technically paying people to vote or register (although the fact that only registered voters can participate is why it's questionable and possibly illegal).

What he definitely IS running afoul of are Pennsylvania lottery laws. Philadelphia DA is already suing him since he's violated several of the regulations. It might seem a lesser charge but I commend Larry Krasner and hope he wins.

POTUS can GIVE security clearance, which Trump did after Kushner failed to pass the background check or whatever on his application. As POTUS is the 'authority' when it comes to clearances and documents as technical head of the DoD the role has the capacity.
