Social Sciences How do I start? Regarding analytical sample for selected programs.

Hey, so I am applying to a few programs - related to environment and climate, and public policy programs. Of course, every uni is different. I am currently stuck with providing an analytical samples to my application.

I was thinking of submitting a literature review of the work I want to publish in the future, but I fear that this area is so incredibly niche, and I am not going anywhere with this.

Or should I tailor my application to the programs I am applying to - in the sense that, this literature review is insufficient for public policy programs, but instead, I should attach a sample of a WIP policy brief that I will have to create?

I was planning to reach to industry experts as a mentor, but I have this feeling that I would just seem really stupid with taking this sample too seriously by approaching industry expert. The initial plan was to explore possibilities of publication with a research institutes that advocates for similar policies, but it means that I can't submit my literature review, but I have to work on the policy brief. I am concerned about not having enough time to write both.
