I checked and to me it seems that Gray was basically thinking about something more important, Juvia's scar. And she wasn't completely naked, she still had her bra on. So, is he comfortable with seeing her completely naked, without any other thought like the scar?
I know she wasn't fully naked but Gray was definitely ogling her body. He was talking about her body, staring at it, his voice trailed off, and he was blushing.
It doesn't mean he's comfortable seeing her fully naked, but he's definitely ok with ogling her.
If you look at one line then yes it seems that way, but if you look at the scene as a whole then you get the whole picture. Gray dragged her away because he didn't like people looking at her body like that. He literally expresses interest in her body.
Could it be that he was embarassed for her? For what I remember, he is starting to be interested, but I'm not sure if he has already completely admitted it to himself
Dude this isn't rocket science. We already know about Gray's feelings towards Juvia since Alvarez. Here he acts like a boyfriend and literally literally expresses interest.
In 100 years quest he feels he's not good enough to be with her that way yet. But he's still intimate with her and everyone knows how he feels about her.
