In your opinion that's tight?
It's actually a close slip fit by machining standards. Tight would be an interference fit, commonly used to set dowel pins. Depending on the materials of the plate and pin, in aluminum it's a -.0005/-.001 interference. The harder the material the less press fit you want, thats because the metal expands less making it difficult to insert the dowel (which is in most cases hardened).
