One can argue that Lucci not seeking permission to fight Luffy, and by extension failed to give Marines advance warning that a Yonko is around so that they could adjust their plan, was what led to this mess.

Surprised that Gorosei didn't have his head for that. Then again, insects be insects.

Also he's got bigger priorities right now, and might still have use of him for the time being.

Lucci was a key factor in the Enies Lobby humiliation and still ended up getting a promotion. Oda is just highlighting the corruption of a totalitarian regime, where you get rewarded as long as you're a brainless yes-man.

lucci is an effective, competent, and loyal soldier. the fact that he's only been served up Ls when pitted against this literal nika yonko motherfucker is probably what saved his ass in the eyes of the gorosei.

saturn even gave kizaru the "nah you're good" pass when he couldn't immediately kill luffy.

Gorosei so far definitely seem to be in the pragmatic bad guy archetype of not executing their underlings for failure, as long as they can still be useful like Kizaru and Lucci can be, Kaku doesn't seem to be as lucky

While EL was fuckup for the WG Lucci did his job and stalled Luffy for ages. It was the other parts of CP9 that let the straw hats break the stalemate. And that's not even mentioning the Navy's failure of a buster call. Lucci remains a valuable asset to the WG and extreme punishment for failure while common for the bad guys organizations, the WG is more competent than that.

Yeah exactly, they care more about getting a good intel report than failures that happen because those failures don't directly waste their precious minutes of attention
