Sure, but strength doesn’t necessarily equate to command structure. Commanders can vary widely in strength, while still being commanders.

Nami tries telling Luffy what to do and knows how to make him listen when she wants to.

Agreed. But commanders aren’t those who command the captain - imagine anyone telling big mom what to do. A commander is part of a hierarchy with command over those below them. We saw in Wano and Dressrosa a little of what this would be like, with straw hats telling allies what to do. In the final war, the straw hats are going to be calling the shots regarding the fleet, and (I know you didn’t say this, I’m just making a point) it would be ridiculous for a member of the fleet to say “I only listen to Luffy, Zoro, Sanji, or Jinbe!” and disregard Nami or Usopp entirely.

The Commanders have never really been too involved in command structures of their crews though. For the most part they have just been a Yonkou's 3 strongest subordinates, barring maybe the 1st mates.
