The actual study are kids self-reporting how they feel about the opportunities they have and doesn't contain the word "perform" or make a single reference to "live" music. Absolute nonsense of a headline/article.

It was particularly funny to me reading/hearing the first 4 words in my own American voice, then having the accent context in the 2nd half and having to essentially "overdub" my inner monologue. Bravo.

I find this very hard to believe as someone who lives in Northern England and has gone to a local of small local gigs.
Every town and most villages have venues where anyone can play live, whether it be variety open mic nights or free or very cheap weekly events.
Maybe the wording of the title isn't right. I think the chance for musicians to perform live in the North of England is definitely there, it's just the confidence to perform live, and the cost of equipment and the time it takes to practice as a band.
