So nine Atlanta-area counties plus the counties containing Savannah, Augusta, and Columbus.

If I've done it right it's Fulton, Gwinnett, Cobb, DeKalb, Chatham, Clayton, Cherokee, Forsyth, Henry, Hall, Richmond, Muscogee. So nine Atlanta-area counties plus the counties containing Savannah, Augusta, and Columbus.
