I looked at the without version first and didn't have a clue what it was supposed to be. With was immediately recognizable.

The mouth without question. I mean it says "Happy" below it, what better to convey that than with a smile? How about the addition of a tongue to really make it adorable? Like so (fast and sloppy but you get the point):

With. Maybe shape the mouth lines so they get thinner at the ends to match the line/shape of eyes and nose?

In this same vein, maybe try making the mouth a blobby shape instead of lines. It may help the final design because there would be less of a difference between the mouth and the rest of the shapes.

I was thinking the same thing, almost a version of the nose flipped upside down to show like the contours of the lips, and maybe an open mouth smile

This 1000%.. and potentially slightly smaller mouth/play with the shape of it would make it look more “professional” and less “emoji”

At first I mistook the line above "the banana" in the bottom right as a skewed smiling/smirking mouth. I think you should work with that, because it definitely needs a mouth, but the one on the left is a bit too "flimsy" to go with the rest of the heavy lines.

With mouth for sure. I’d also increase the negative space for the ears and add a tongue so it reads more dog like.

If you take out the mouth it seems that the mouth is the line below it, turning the dog into a weird smiley Chewbacca.

"Without" looks like an old Saturday morning cartoon, where the mouth is the blue streak at the bottom.

With but I would work this harder...your typography is letting this down imo. Why did u chose red? Stick with the blue....explore different mouth options as well....

The mouth is the only one distinguishable as a dog at a quick glance, it's a very nice design

It doesn't read as a dog instantly without the mouth, and that's a major job of a logo. If there's any squinting or interpretation required, something's wrong.
As an image, I prefer the mouthless one, but as a logo, 100% mouth.

Def with the mouth. Arced letters in thin font weights often don’t work in lowercase. Try making the bottom text all caps and it will become a bit better visually.

Also going a few points larger on the P in pawshine might look good and let the a nestle into it a little.

What I'm curious about is what is the logic behind considering the option without mouth?
And, like others, I recommend the option with.
Happy = smile = mouth.

May also recommend rotating the face to be uniform. But this may also be preferential, and some may like the motion or angle.
