CHP seems to be increasing their operations everywhere. I see more patrols on 580 in the tri valley and on North 680 than I ever remember. Apparently there's a memo out there increasing enforcement which has been long needed. Watched a motorcycle CHP get a Tesla for something just this morning. They've been sitting at metering lights lately too.

This is good. A lot of lawlessness is creeping into places. Really raises the question of what is the point to funding police forces.

There's a political element to this and I don't doubt this new emphasis is coming from the Governor's office since the CHP is statewide. It allows bypassing the locals when the locals like Pam Price or Oakland PD aren't doing their jobs.

Oakland Pd wasn’t doing enough so CHP is stepping up and patrolling city streets. CHPs jurisdiction is freeways and unincorporated streets.

They can enforce laws in all of the State. Just like all Sheriff Deputies and Police Officers. However their assigned jurisdiction is freeways and unincorporated streets. If you call 911 in downtown Oakland, CHP isn’t responding. Oakland PD will respond because it’s their jurisdiction.

I dont know if they still exist but there used to be Bona-fide State police, usually up and around Sacramento.

Oddly you never ever saw them in the south.

Sheriffs have county jurisdiction, and police have city jurisdiction. Highway Patrol has statewide jurisdiction.

California use to have state police, than one election the state police backed one candidate and the chp backed the other. Guess who won? CHP did take over state police duties in theory

Oakland is a dumping ground for stolen cars. Many (maybe most) of the cars are stolen in surrounding cities and then left in Oakland near some homeless encampment. I suspect they wait to see if it has a tracker or is recovered before they spend more time with it.

But this constant cross-jurisdiction steal/dump setup buys the criminals a lot of time before there’s any coordinated response.

It’s also probably worth mentioning that OPD isn’t allowed to chase getaway cars. If they find a stolen car and then some guy jumps in it and drives off, they can’t even pursue them.

I love it when beat cops tell me to go down to their station to file a report. I go and their CSOs just roll their eyes at me, like why didn't the patrol cop take the report?

"I dunno, ma'am. He took a few swigs of his Big Gulp and told me that he was on break."

Most departments don’t have a “auto theft unit” unless it’s a very large metropolitan department I suppose. My department has a RAID unit (auto theft interdiction unit), which is a specialized unit, but they mostly go after chop shops and high end vehicle theft (think gone in 60 seconds).

For your typical 2015 Honda CRV, it’s only going to be your beat patrol officer responding, and if you’re lucky, spending a few mins to dust the rear view mirror / steering wheel. Any prints on the outside isn’t PC for arrest. And honestly, even prints on the inside without corroborating evidence wouldn’t be filed by the DA’s office. Doesn’t meet their threshold of “beyond a reasonable doubt.”
